The Tubarão 180º consists in thinking and building the city of the future, in a t effort between government and society, based on cooperation, vision of the future and the common well-being. The Tubarão 180º is a guiding plan, therefore it is not ready, it is a constant growing plan and with the active participation of society in general. 2z2t31

Cities are not the result of a historical determinism or fatalism. Their development is highly dependent on human intentions strategically implemented, which ensure that they are in accordance with political, social and technological innovations (Allwinkle, Cruickshank, 2011: Alves, 2007; Aurigi 2005).
In order to organize and align the many concerned parties, policymakers must play a role of leadership when defining priorities, growth strategies and resource necessities for the city planning efforts (The Economist).
From these premises and considering the projected growth of the world population, which, as presented by the UN report “World Population Prospects 2019”, is prospected to reach to 9.7 billion people in 2050.
Regarding most of this growth will take place in the urban area, the big challenge for the cities will be to maintain an intelligent and sustainable growth rate, while also improving people's quality of life. From our perspective, an Intelligent City is the one that places
people at the center of its strategy, working in a co-creative and innovative process focusing on the improvement of the people’s lives.
From this context, the sustainable development plan, Tubarão 180º was born - A new city.
The sustainable development plan “Tubarão 180º” overall objective is to build, by the year of 2050, a more humanized, intelligent and sustainable city (CHIS - Cidade mais Humana, Inteligente e Sustentável). Having the HDI from the UNSD as an index. The goal is to be Brazil number 1 by the year of 2050, taking as an inspection points: Be number 1 in the State of Santa Catarina in 2020 and the number 1 in the South of Brazil in 2030.
The project was planned based on three major axes: Development and Sustainability, Education and City, Health and Quality of Life. In each one of them, several projects will cover specific areas.
Innovation, employment and income, health, mobility, environmental sustainability, safety, education and entrepreneurship are the main topics to be addressed, from which projects are being prospected in order to develop the related areas. The axes are aligned within the United Nations 17 Sustainable Developments Goals (SDG).

• Promote the raising of the population's income through actions to generate qualified job opportunities;
• Foster a culture of entrepreneurship, innovation and creativity;
• Improve urban mobility by improving road infrastructure, public transport and promoting the use of alternative transport modes;
• Improve the business environment with digital government (e-gov) and by cutting through red tape;
• Encourage the implementation of green enterprises and smart neighborhood;
• Promote smart urbanization;
• Promote the improvement of quality of life by improving the infrastructure of health services;
• Promote healthy habits and preventive health care for the population;
• Start the implementation of the basic sanitation network;
• Coordinate the security through an integrated Management Group (GGI - Grupo de Gestão Integrada) and Operation Control;
• Perform real-time monitoring activity and risk situations;
• Maintain a crime mapping and promote predictive policing.
• Promote the involvement and engagement of the population in city governance;
• Increase the population know how through actions of child inclusion in school, reduction of school dropout and raising the level of education of young people and adults;
